Proliferation Financing: A Wider Financial Crime Risk
Proliferation Financing (PF) is not only a sanctions issue. It is a wider financial crime risk that every business should understand.
PF involves funds or financial services that support the manufacture, acquisition, or transport of weapons of mass destruction and related materials.
It can also involve dual-use goods. These are items that may have a legitimate commercial purpose but can be redirected for military or proliferation use.
One of the main challenges is that PF can look like ordinary business activity.
Criminal actors may use complex corporate structures, cross-border payments, lending, insurance, trust and corporate services, and international trade to hide the true purpose of funds.
For TCSPs, it is especially important to understand ownership, control, and the movement of funds through corporate and trust structures.
These structures can conceal where funds come from, where they are going, or why they are moving.
Compliance teams should understand their customers, identify unusual activity, and assess PF risk as part of the wider financial crime framework.
They should also keep staff alert to emerging threats.
Effective controls, proportionate risk assessments, sanctions screening, and regular training all help reduce exposure.
Awareness and vigilance remain key to identifying and mitigating proliferation financing risks.
